Tehran is willing to reinitiate atomic discussions with Washington on condition that it is treated with "dignity" and "honor", Iran's foreign minister has announced.

Abbas Araghchi declared solely negotiations was effective, and disclosed fresh requests had originated from intermediaries to resume talks with the Trump administration. He asserted Iran did not have undeclared nuclear sites, and Tehran was not yet able to allow the International Atomic Energy Agency to visit bombed nuclear sites for safety concerns.

Walking a Difficult Route

The foreign minister is treading a challenging route since Iran does not want appear to be proceeding from a situation of vulnerability, and he consistently maintained that Iran had emerged stronger defensively and emotionally from the coordinated strike on its enrichment centers in June.

He was addressing at a security conference in Tehran where he reaffirmed that Iran had "an inalienable right to refine atomic fuel domestically that it will never give up" – the key factor of the stalemate in the earlier negotiations.

Previous Talks Suddenly Terminated

The earlier sessions of talks between the United States and Iran were ended suddenly and hostile end on 12 June when Israel, with Washington's assistance, targeted Iranian nuclear sites in a two-week conflict that culminated with the American leader declaring the locations had been eliminated. Afterward, EU nations exercised their privilege to restore UN-wide sanctions, but Iran asserts they have not had a substantial consequence.

Perfect Agreement Offered

Iranian officials stated they felt they had attained a "perfect agreement" to the nuclear fuel concern in prior discussions, when it was decided an local partnership with Washington's engagement could enrich uranium. Both sides would have been able to assert triumph since home-based processing would have remained and the US could be assured that Iran's nuclear programme was solely for peaceful purposes.

It had not been agreed in the talks that US nuclear scientists could operate on Iranian soil, but that was a natural consequence of the partnership suggestion. Diplomats claimed three times they had secured an understanding with Washington's diplomat the US official only for the arrangement to collapse due to "opponents in the US".

Existing Position

Tehran representatives said the partnership proposal was now off the table, but it seems quite possible the proposal could be revived in various formats if negotiations reopen.

The American leader recently claimed he had been getting signals that Iran desired to restart talks, but confidentially Iranian officials state they are not yet receiving coherent offers from Washington either directly or from key regional mediators, such as Qatar, the Egyptian leadership, the Omani authorities and the Saudi kingdom. The Iran's state department has been criticized of non-responsiveness in the wake of Trump's direct instinctive approach, but Iran states dialogue is not part of a show.

Negotiating Position

In his speech to the gathering, intended to portray the US as a hegemonic power that abuses the concept of global regulations, the foreign minister stated the 12-day war demonstrated the dispute could not be resolved by military means. He asserted the attacks commenced with a Washington's ultimatum for an unconditional Iranian surrender and culminated with an unconditional call for a halt to hostilities.

Iran is certain the first strikes by Israel were mounted with complete American awareness and cooperation, making faith hard to reestablish.

Diplomacy Stays the Final Resolution

Araghchi stated: "It was not Iran that had fled negotiations; it was the United States and the European states that had repeatedly tried to dictate their demands during the negotiations. Dialogue can still be viable and stays the final answer to settle disagreements, but its requirements, rules and principles must be respected."

"In case they address to the nation of Iran with the language of respect and respect, they will obtain a response in the same language."

Recovery and Rebuilding

In what is portrayed by Tehran representatives as the struggle of restoration and reconstruction, Araghchi claimed he was assured Iran's military capacities "have significantly improved than prior to 13 or 14 June of this year. Our entire military infrastructure have been rebuilt. We gained many lessons from this conflict; we have come to know our own weaknesses and the weaknesses of the adversary."

He stated: "We successfully passed this war. Our nuclear technology, which they planned to eliminate, remains in place. The sites and gear, if damaged, will be rebuilt; what is essential is the determination of the Iranian people and then the national cohesion that they aimed at, but failed to shatter. The Iranian people have become more resilient, more cohesive, and more supportive of the government and the nation in the wake of this assault."
